What is in the template

The file separates the facts needed to count positions from the assumptions needed to price and approve them. Each row represents one filled, open, or proposed position. Contractors can use an annualized loaded cost in the same field for a comparable plan.

  • Structure: team, role, level, and employment type
  • Headcount: seat status and allocation percentage
  • Timing: start month and optional end month
  • Cost: annual loaded cost in the plan currency
  • Decision context: scenario, owner, funding status, and notes

Calculate a costed hiring plan

First calculate the annual run rate for each row: annual loaded cost multiplied by the allocation percentage. Then calculate plan-window cost by dividing the annual run rate by 12 and counting only active months. A $180,000 role at 50 percent allocation has a $90,000 annual run rate. If it starts in July, it contributes $45,000 to that calendar year's plan.

Keep each alternative in the scenario column instead of overwriting the base rows. A growth case, constrained case, and approved plan can then be filtered and compared from the same field structure. Turn the hiring list into a decision

What should a headcount planning template include?

At minimum, include team, role, level, employment type, seat status, allocation, start and end dates, loaded cost, scenario, budget owner, funding status, and decision notes. That is enough to connect the hiring list to timing, cost, and approval.

Should headcount planning use salary or loaded cost?

Use loaded cost for budget planning. Loaded cost adds employer taxes, benefits, equipment, and other company costs to cash compensation. Keep the assumption visible and replace estimates with company-specific rates when available.

How should a phased hiring plan be calculated?

Apply each position's annual loaded cost only to its active months and multiply by its allocation. A role starting in July contributes six months of cost to a January through December plan, not a full year.
