Open with one sentence a reviewer can approve or reject: which roles, for which teams, beginning when, and within which planning window. Name the base plan and proposal version so the document does not drift away from the numbers under review.
2. Show what changes between the plans
Group additions, removals, moves, timing changes, allocation changes, contractors, and vendor spend. A net headcount number is not enough. Two proposals can add the same number of seats and create very different capability, structure, and cost.
3. Separate recurring cost from period cost
Report annual run-rate change and cost inside the planning window. A September start affects the current year's budget differently from a January start, even when both create the same recurring commitment. 4. Make the trade-off visible
Include the strongest alternative, not a straw proposal. Common comparisons are a delayed wave, a smaller team, a contractor bridge, or the current plan with no added funding. State what the selected plan gains and what the alternative preserves.
5. Record checks, conditions, and the outcome
List budget-envelope, allocation, unpriced-role, and reporting-structure findings. Record any override with a reason. Then preserve the approver, date, decision, and testable conditions against the exact proposal. This turns a one-time memo into a useful operating record.

What is the difference between annual run rate and plan-window cost?
Annual run rate is the recurring yearly cost at a reference month. Plan-window cost counts only the months each position or vendor is active inside the reviewed period. A midyear hire can have a full annual run rate but half-year plan cost.
Should a funding request include rejected alternatives?
Yes. A short record of the constrained, delayed, contractor, or no-hire alternative makes the trade-off inspectable and reduces the need to reconstruct the discussion later.
How should approval conditions be recorded?
Write each condition as a testable statement with an owner where possible, such as a start date moving to Q4 or a role remaining contingent on a revenue milestone. Keep the conditions attached to the exact plan reviewed.
